You press Ctrl+F in a 60-page scanned PDF to find an invoice number, and nothing happens. That is because a scanned PDF contains only pictures of pages; to the computer, there is no text to search. Making a PDF searchable fixes this by adding an invisible layer of OCR text behind each page image. The document looks exactly the same, but now you can search it, select and copy text, and even have it read aloud. This guide explains how it works and how to do it.
What is a searchable PDF?
A searchable PDF, sometimes called a "PDF with text layer" or "OCR'd PDF", has two layers on each page:
- The image layer: the original scan, exactly as it was, including stamps, signatures and handwriting.
- A hidden text layer: the text recognised by OCR, placed at the same positions as the words in the image. You cannot see it, but search, selection and copy-paste use it.
This is different from converting to Word. Word conversion recreates the document as editable text and may change the layout. A searchable PDF keeps the original appearance untouched, which is why it is the preferred format for archives, legal records and office files.
When to make a PDF searchable
- Office archives: find a letter, invoice or file number in seconds instead of opening dozens of scans.
- Study material: search scanned notes or old question papers for a topic.
- Legal and property papers: keep the original look while being able to find names, survey numbers and dates.
- Accessibility: screen readers can read the text layer aloud for visually impaired users.
- Copying quotes: select a paragraph and paste it into an email without retyping.
Step-by-step: make a scanned PDF searchable
- Open Make PDF Searchable.
- Upload the scanned PDF. If it is password-protected, unlock it first with Unlock PDF.
- Choose the language of the document. This matters: English OCR cannot read Hindi text and the other way round.
- Start processing. The file is processed on our server, which adds the text layer to each page.
- Download the new PDF, open it and press Ctrl+F (or use search in your phone's PDF reader) to try a word you can see on the page.
OCR uses credits per page; you get 16 free pages to try it. If you are starting from photos rather than a PDF, JPG to PDF with OCR or PNG to PDF with OCR create a searchable PDF directly.
How accurate is the text layer?
Accuracy depends on the scan. Clean, typed documents scanned at 300 DPI typically give very good results. Faded photocopies, tiny fonts, tilted pages and handwriting give more errors. Because the text is hidden, errors are not visible on the page, but they affect search: a word misread by OCR will not be found. Some tips:
- Rotate sideways pages first with Rotate PDF.
- Remove blank and irrelevant pages with Remove PDF Pages to save credits.
- When searching, try a distinctive part of a word or number, which is more likely to match even with small OCR errors.
- For Hindi documents, see our Hindi OCR tips.
Checking whether a PDF is already searchable
Open the PDF and try to select a word. If a blue highlight appears over the text, the PDF already has text (either because it was created digitally or because it was OCR'd before). Running OCR again is unnecessary. If selecting draws a box over the whole page or nothing happens, the PDF is image-only and needs OCR.
File size
The text layer itself is small, so a searchable PDF is usually only slightly larger than the original scan. If the scan was already very large, compress it with Compress PDF. Compress after adding the text layer: OCR works best on the sharpest version of the images.
Searchable PDF versus other outputs
| Goal | Best tool |
|---|---|
| Keep the original look, add search | Make PDF Searchable |
| Edit the content | PDF to Word (OCR) โ see our Word guide |
| Only extract plain text | Scanned PDF to Text |
| Get tables into a spreadsheet | Convert to Excel |
Building a searchable document archive
If you are digitising an office or family archive, a simple system helps:
- Scan documents in batches at 300 DPI.
- Split batch scans into individual documents with Split PDF; see our splitting guide.
- Make each document searchable.
- Name files consistently, for example 2026-04-electricity-bill.pdf, using Batch Rename.
- Store them in a cloud folder like Google Drive, whose search also reads the text layer inside PDFs.
Privacy
Because OCR requires server processing, files are uploaded over HTTPS, used only to create your searchable PDF and handled as described in our Privacy Policy.
Summary
A searchable PDF looks exactly like your scan but behaves like a digital document. Upload the scan, choose the right language, download the result and test it with Ctrl+F. It is the best way to make paper archives useful again.
