Flattening fixes the filled-in values of a form onto the page. They then look the same everywhere and can no longer be edited. You can also flatten everything (annotations and signatures too) by turning each page into an image.

The tool works entirely inside your web browser. Your files are processed on your own device and are never uploaded to a server, so they stay private. Closing the tab removes everything.
Add your PDF.
Choose Form fields only (text stays selectable) or Everything.
Press Flatten PDF.
Download the flattened PDF.
“Form fields only” keeps the PDF as real text and only locks the form. “Everything” also fixes comments, highlights and stamps, but each page becomes an image, so text is not selectable and the file may get larger.
Your PDF has no fillable fields. Use “Everything” to flatten annotations instead.
Nothing is uploaded: the file is processed inside your browser and never leaves your device.
