A PDF with sideways or upside-down pages is a small annoyance that causes big problems: a verifying officer has to tilt their head to read your certificate, a client prints a landscape table in portrait, or your project report has one chart page lying on its side. Many PDF viewers let you rotate the view, but that change is not saved, so the next person sees the page wrong again. This guide explains how to rotate PDF pages permanently, rotate only selected pages, and avoid the problem when scanning.
View rotation versus permanent rotation
When you press "rotate" in Chrome's PDF viewer, Adobe Reader or your phone's PDF app, you usually only rotate your view of the document. Close it and open it again, or send it to someone else, and the page is sideways again. A permanent rotation changes the page's orientation inside the file itself, so every viewer, printer and upload portal shows it correctly.
Rotate pages permanently, step by step
- Open Rotate PDF on your phone or computer.
- Select the PDF. Page thumbnails appear; the file stays in your browser and is not uploaded.
- To rotate all pages, use the rotate-all buttons (90ยฐ clockwise, 90ยฐ anticlockwise or 180ยฐ).
- To rotate individual pages, use the rotate button on that page's thumbnail. Click twice for 180ยฐ.
- Check the thumbnails: every page should now be upright.
- Download the PDF. Open it in a different app to confirm the change was saved.
Common situations
A phone scan came out sideways
Phones decide orientation from the motion sensor. When you photograph a document lying flat on a table, the phone often guesses wrong. Rotate the affected pages, and next time hold the phone in the same orientation as the page (portrait for portrait pages) for a second before taking the photo, so the sensor settles.
A mixed document with landscape pages
Reports often include wide tables or charts on landscape pages. Those pages should stay landscape, but their top should face the same direction as the rest of the document. The convention is that the top of a landscape page faces the binding (the left side) when the document is held in portrait. Rotate those pages so that readers can turn the document clockwise to read them.
Upside-down pages from double-sided scanning
Office scanners that scan both sides sometimes flip every second page. Select every even page and rotate it by 180ยฐ.
One page in a merged document
When you combine files with Merge PDF, a page from one of the source files may be sideways. Rotate it after merging, or use Organize PDF, which lets you rotate, reorder and delete pages in one view.
Rotating images instead
If you still have the original photos, you can rotate them before creating the PDF with Rotate Image, which also handles flipping (mirror images from front cameras) and many images at once. Then convert them with JPG to PDF.
Why rotation matters for uploads and OCR
- Document verification: officials reviewing hundreds of applications appreciate upright pages, and some systems display only a small preview.
- OCR accuracy: text recognition works best on upright pages. Some engines detect orientation automatically, but rotated pages can still produce errors. Rotate before using Scanned PDF to Text or Make PDF Searchable.
- Printing: printers decide orientation from the page; a sideways page may print tiny in the centre of the paper.
- Converting to images: PDF to JPG uses the page's stored orientation, so fix it first.
Does rotating reduce quality?
No. Rotation in a PDF changes the page's orientation setting; the text, images and vector graphics are not recompressed. File size stays practically the same and text remains selectable.
Combine rotation with other clean-up
Scanned documents often need several fixes. A good order is:
- Rotate pages upright.
- Crop borders with Crop PDF; see how to crop PDF margins.
- Remove blank or duplicate pages with Remove PDF Pages.
- Add page numbers if needed with Add Page Numbers.
- Compress last with Compress PDF.
Preventing sideways scans
- Use a scanner mode (Google Drive scan, iPhone Notes or Files "Scan Documents"), which usually detects orientation correctly.
- Lock screen rotation off while scanning so the camera knows how you hold it.
- Keep pages the same way up as you photograph a stack.
- Check the thumbnails before converting to PDF.

Common questions
Can I rotate a password-protected PDF?
Unlock it first with Unlock PDF if you know the password, then rotate, then protect it again with Protect PDF if needed.
Can I rotate by an angle other than 90ยฐ?
PDF pages can only be rotated in steps of 90ยฐ. A slightly tilted scan needs straightening of the image itself, which is best done by rescanning with a scanner app's perspective correction.
Will rotating change page numbers?
No. The order of pages is unchanged. Page numbers printed on the pages rotate along with the page content.
Summary
Viewer rotation is temporary; Rotate PDF makes it permanent. Rotate all pages or just the problem ones, check the thumbnails, and download. It takes seconds and makes every later step, from printing to OCR, work better.
