How to Convert JPG Photos to a Single PDF (Phone and Computer)

Turn photos of documents into a single, neat PDF: choose page size, order and margins, and keep the file small enough for online forms.

Photographing a document with your phone is quick, but the result is a set of loose JPG images with different sizes, tilted edges and a kitchen table in the background. Offices, colleges and online portals want a single, tidy PDF instead. This guide explains how to turn one or many JPG photos into a clean PDF on a phone or computer, how to choose page size and margins, and how to keep the file small enough to upload.

Before you convert: take better photos

Most of the quality of the final PDF is decided when you take the photo:

  • Flat and parallel. Place the page on a flat surface and hold the phone directly above it, parallel to the paper. Tilting creates a trapezoid shape that is hard to read.
  • Even light. Daylight near a window is best. Switch off the flash, which creates a bright spot, and make sure your own shadow does not fall on the page.
  • Contrast. Put white paper on a darker surface so the edges are easy to crop.
  • Fill the frame. Get close enough that the page fills most of the photo, but keep all four corners visible.
  • Focus. Tap the screen on the text to focus, and hold still for a second. Check by zooming in before moving on to the next page.

If your phone is an iPhone, photos may be saved in HEIC format. Most converters, including ours, accept them, but if a website asks for JPG specifically, see how to convert HEIC to JPG.

Step-by-step: JPG to PDF

  1. Open JPG to PDF in Chrome, Safari or any browser. It also accepts PNG and WEBP; for mixed formats you can also use Images to PDF.
  2. Select all the photos at once from your gallery or file manager. On Android, long-press the first photo then tap the others; on iPhone tap Select.
  3. Drag the thumbnails into the right order: page 1 first.
  4. Choose the page size. "A4" gives you standard printable pages, which looks professional and is what most Indian offices expect. "Fit to image" makes each page exactly the size of the photo.
  5. Choose orientation (portrait for most documents, landscape for certificates printed sideways) and a small margin if you want white space around the content.
  6. Tap Convert and download the PDF. Open it and scroll through all pages before sending it.

The conversion runs inside your browser, so the photos stay on your phone. That makes it safe for marksheets, ID cards and medical reports.

Fixing crooked or untidy photos

If a photo is rotated, use Rotate Image before converting, or rotate the finished page with Rotate PDF. To cut away the background around the page, use Crop Image on each photo first. A minute of cropping makes the PDF look like a real scan and also reduces its size, because the background no longer takes up space.

Keeping the PDF small

Modern phone cameras take photos of 3โ€“8 MB each. Ten such photos can make a PDF of 40 MB or more, which email services and most portals will not accept. Some ways to keep it small:

Free JPG to PDF or JPG to PDF with OCR?

Ocr4you has two versions of this tool, and they suit different needs:

JPG to PDF (free)JPG to PDF with OCR
Where it runsIn your browser, no uploadOn our server
CostFree, unlimitedUses OCR credits (16 free pages)
ResultPDF of imagesPDF with a hidden text layer you can search and copy
Best forUploading to forms, sending documentsArchives, notes, documents you need to search later

For most form uploads the free version is all you need. If you are digitising notes or office files and want to find words later with Ctrl+F, choose the OCR version, or add OCR to an existing PDF as explained in how to make a scanned PDF searchable.

Doing it on a computer

The same tool works on Windows, macOS, Linux and Chromebooks. Copy the photos from your phone with a USB cable, Google Photos or WhatsApp Web, then drag them all onto the upload area at once. On a computer you can handle more and larger photos at once because there is more memory available.

Common questions

Can I add more pages to an existing PDF?

Yes. Convert the new photos to a PDF, then combine the two PDFs with Merge PDF, or use Merge PDF and Image to add photos directly to an existing PDF.

The text is blurry in the PDF but fine in the photo

Your PDF was probably compressed too much. Convert again without the extra compression step, or compress less, and check the result by zooming in.

Can I make a PDF from screenshots?

Yes, screenshots are PNG images and work the same way. Crop off the phone status bar first for a neater result.

For combining several existing PDFs on your phone, see our guide to merging PDFs on mobile.
